According to the report, the decline in active user base was less than the slump in the overall subscriber base following the headline tariff hike undertaken by Jio, Airtel, and Vi in July last year, indicating that low-paying users are exiting the market. BSNL, however, was the only outlier and did not raise tariffs, and has no intention of doing so.
