Oracle OIC exception retry

Need to implement retry logic if any web services/adapters/connections fail.

Use Case and Business Need (Required):

It's simply essential to integrate exception-handling logic, regardless of business needs.
1. OIC completely depends on the Inbound/Outbound connections, For this, we must have a mechanism to handle the exceptions error codes such as 400, and 500 series.

2. Basically if any exception occurred, based on the error code the OIC connection component should do multiple retries to get the success response 201/200.
