Sales Incentives not applied to Sales Order

Summary:

I have created couple of as programs in Channel as there are Program Types for a customer and bill to site for two Item qualifiers but none of them is getting applied automatically on a Sales Order. Neither am I able to add them manually on Order Lines

What am I missing?
