Oauth from OIC to Oracle HCM using HCM adapter

We are trying to implement oauth from OIC to Oracle HCM using HCM adapter by following the below document.OIC & HCM are present in different identity domains

1)We have extracted the signed certs and uploaded to HCM via SR as mentioned in the doc. We have verified that the certs have been uploaded in proper format with Oracle Support.
2)We have created the resource & client applications in IDCS too.
3)We have created a user say User1 in OIC with Service Developer Role.An user with the same username i.e. User1 has been created in Oracle HCM as well
