Customer Program type to calculate accrual based on Sell Price with manual adjustments allowed

Summary:

We have a requirement for a customer program where accrual is calculated based on Sell Price (rather than list price) and manual adjustments are enabled. There doesn't appear to be any program type that we can use or create with this functionality. The accrual calculation method cannot be changed on the seeded program types. Any recommendation to meet this requirement?
