Any workaround for dynamic attachments in notifications?

Summary:

In OIC notifications, if multiple attachment references are configured, all must be present at runtime or the action fails. The number of attachments can't be changed dynamically, as they must be predefined. Apart from defining separate logic for each possible count, is there any flexible way to handle this?
