Negotiation>Tasks>Delete negotiation>Cancel Negotiation not working for Active status

Summary:

Negotiation is Active and Function does not cancel the negotiation as expected.

But we are able to cancel it by opening the negotiation>Actions>manage>cancel.

Is this a bug? Or are these 2 Cancel functionalities supposed to behave differently?
