When provisioned to Oracle, users (Admin or Regular User) get the welcome email with the activation button. When clicked, it is an IDCS link but ultimately leads to

As an Admin, I can see the URLs I have access to

As a regular user, I am shown nothing. It says "You may not have access to view your applications"

My questions are:
1. As an admin, how can I let users see which URLs they have access to when "You may not have access to view your applications" is displayed? Is there a setting that needs to be changed?
