Import Job for OIC metadata not supported unless environment is empty

Description (Required): To import OIC metadata in a new environment , new environment must be blank. For example , if DR happened and we have deployed to DR environment again clearing the DR environment is additional task.

Use Case and Business Need (Required):

This needs to be fixed as it is not feasible to delete all resources from existing environment and the import the OIC metadata. Additionally this will also cause more delay during DR activity
