Surrogate Response for the Seller Negotiation/Seller Auction

Hello all,

We have a requirement for one of our clients wherein, similar to the surrogate response in RFQ, RFI & Auction, we the buying party can enter a quotation on the Supplier's behalf if the buyer/supplier is not using supplier portal. Is there a standard functionality were in Seller Negotiation as well the buyer can enter a surrogate response, also are there any approvals in place for the seller negotiation.
