And wow, that is a lot of prompts.
cf my previous comment above data combinations - it is possible that any of these other prompts is ALSO reducing the valid data and hence making it impossible for your month to have a valid combination than still exists on the restricted data set.
My advice would be simplify until you understand.
i.e. take a copy of your existing dashboard prompt.
Then delete the prompts one at a time, testing for the weird side effect on the month prompt.
Once the month prompt stops doing what it is doing you have your main suspect.
Note - I see also that you are setting a presentation variable - is it possible that there are other presentation variables in the mix that are also causing an issue in combination with everything else???!
